Of course it is! As long as it serves its purpose as a backpack, there's nothing wrong with it. Especially if you like the way it looks :)
Hello Kitty seems to be connected with immaturity and childishness. If you are worried about this, I advise you to relax. High school kids generally find something mean to say about everybody. Don't try to be something you are not. If you enjoy something and are comfortable wearing it, by all means, be yourself!
(As a side note, my mother is a personal banker and they give people credit cards with Hello Kitty decal. A lot of women--yes, I said WOMEN, from 20s upward--have them. It's not unusual or strange to like cute things. ^_^)

How to be scene with uniform?

I've always liked scene,but I do not know how to dress because in school we are not aloud to wear eyeliner and no extreme stuff, we also have uniform, another thing is that my hair is really poofy, thick, and curly so I always wear it in a bun. Is there a way to be scene like this?!? Its driving me crazy!! I do where converse and paint my nails black and where a black jacket but now people are just asking me, "are you goth/emo?"

You have a uniform...that's REALLY hard to do scene with. But if scene is really who you are, it should come naturally without so much effort.
Here's the thing:
- Carry a certain bag/backpack. Like scenesters usually like the plaid backpacks or hello kitty or well, pretty much anything from Hot Topic.
- They don't just like black, they like neon colors. Paint your nails different, neon colors. Hot Pink, lime green, electric blue & black on respective fingers.
- Converses are a little more neutral, now wearing DC's are uber scene. Preferably brightly colored ones.
- Your hair...now that's a problem, since it's usually choppy & pin straight for scene kids. But, if you want, wear like bright bows & hair clips (again, Hot Topic) Ones with dinosaurs or things like that.
- If you can wear jewelry, wear those ridiculously bright rubber bracelets, a buhjillion of them & yeah.
