I'm in college and I only use a backpack when it's raining so I can move quickly and easily hold my umbrella. Common jansport backpacks are penetrated by heavy rainfall extremely easily. I need my books and laptop to stay dry in a cute compact backpack. Every time I look up water proof/ rain resistant backpacks huge camping back packs come up, that's not what I want...any help?

Most backpacks will not be truly, fully "waterproof". You might find packs that are water-resistant, due to a special finish on the fabric, but rain will still penetrate the zipper and seams. North Face has one pack that is advertised as fully waterproof... that means the seams have been sealed, the zipper is a special "waterproof" zipper, and the pack closes in a way that wont allow water in. Unfortunately this pack does not have a laptop compartment, so you would probably want to have a separate padded laptop sleeve to put your laptop in before putting it in the pack.

Does a sleeping bag count as a carry-on for Continental Airlines?

I am flying to Spain and am camping out and would like to bring a sleeping bag. Can I bring a sleeping bag as a carry-on and my backpack?

You are allowed 1 carry-on bag and 1 "personal" bag. Both have to fit in the overhead compartment.
That usually means something like a backpack plus a laptop bag or purse,
You can carry-on the sleeping bag and the backpack (assuming you mean separately) if the sleeping bag is stuffed into something about the size of a laptop bag.
If the sleeping bag is larger that that you can still try to carry it on board. If the sleeping bag is too big, you may be able to "gate check", which means you carry it through security to the gate, the crew will stow it for the flight, and you collect it as you exit the aircraft at your destination.
