Is it legal to hike out and camp in the wilderness without renting a camp ground?

Please be careful with your use of the term "wilderness," which has very specific political and regulatory implications. Ohio has only one "wilderness" classified area.
West Sister Island Wilderness is in Ohio.
Wayne National Forest offers dispersed camping that falls within your meaning of camping without a developed campground. Contact the Forest Service for specific information and regulations concerning dispersed camping in Wayne National Forest.

Primitive Camping is allowed on National Forest land away from developed campgrounds and anywhere that your camping equipment and/or vehicle do not block developed trails or road right-of-ways.
Plan to bring enough drinking water for the duration of your stay. Leave a clean campsite by packing out all refuse. There is no charge for primitive camping, although a 14 day limitation is in effect. It is not normally necessary to check in with the Forest Service.

Where are some good backpacking destinations in the midwestern region of the United States?

My family of 5 would like to backpack and camp somewhere that is not that long of a hike but offers good views. A stream, lake, or river is preferred. The best places would be near southwestern Ohio or southeastern Wisconsin.
